Unless the another player in the scene requests not, Roxas, and Lea/Axel, (And in VT, Vexen) have the right to have been there all along in any thread Xion is in.
Pretty much every usual injuring/harming type permission comes down to: ask me first? I love to plot! And I'm often okay with her bing hurt, even badly. More so now that she has her magic back and can heal. Please do not kill her, however.
As for romance like permissions... excuse me while I laugh. A lot. I mean, feel free to talk to me, but the answer is probably no just because... I mean... she's Xion. She's still adjusting to "Maybe I have a heart? Maybe?" and she has the self esteem of a guppy. I don't see her actually understanding love enough to be in it.

Canon point: Moment of death. So she will be understandably confused.
Age: Chronologically? Less than a year old. Physically looks to be in her early teens and acts about that young or younger most of the time, but like a kid who had to grow up fast, and is trying to be an adult.
History: One Keyblade - Roxas - was not enough. So the Organization tried to artificially create another out of memories from the same heart that gave life to Roxas. So they stole memories from Sora and created Xion.
Xion's brief life was intense for its brevity. She was taught to go unseen by anyone but the Organization, and within the Organization most people could not see her properly. At least one of them saw only a blank space where her head should be. Most never saw her hood down, never heard her voice.
When many members of the Organization went on a special mission, Xion was paired with the other Keyblade Wielder, Number XIII, Roxas. In time, working with him, fighting alongside him, staying near him, he began to see her face and hear her voice. He became her first friend. When Axel arrived, Roxas decided the three of them would be friends, and Axel accepted that, and Xion. He saw her face from the start, but she is pretty sure that is because of Roxas.
The three friends started meeting regularly atop the clock tower after missions, to share sea salt ice cream and talk. These were the best moments in her life.
But overall, her life was not a happy one. Xion was constantly afraid that she would be turned into a lesser kind of Nobody, called a Dusk, if she did not collect enough hearts for Xemnas, Number I. Saïx, Number VII, who gave them their missions, was the cruelest of them all on a day to day basis.
Trying to help her, with her powers running erratically, Roxas would try to get partnered with her on missions, and when she couldn't summon her Keyblade, he often loaned her his so that she could make her quota and survive.
Saïx learned of this and split them up, but she had regained the ability to capture hearts just in time and survived a little longer.
Two major things happened in the middle of all of this - Xion and Roxas' comas, and Riku.
Xion and Roxas seemed to fall sometimes into unexplained deep sleeps from which they could not be awoken for many days. Always when one of them was in a coma, the other was stronger than usual, and was able to do the work of both Keyblades. This would eventually lead the leadership to come to the conclusion that they only needed one of them, and that whichever was weaker should be destroyed.
Riku... Riku was the other huge change in her life after befriending Roxas and Axel.
Riku was friends with a boy named Sora and a girl named Kairi. Odd Somebodies (people) that Xion had clearly never met, but kept having flashes about. Dream like memories or memory like dreams. Riku nearly destroyed her when they first met, but over time he came to realize what she was. Of course, his conclusion was that what she was... was the main obstacle keeping Sora from waking up. He kept pushing at Xion to end her own existence so that the memories trapped inside her would return to the sleeping Sora.
And she did try. More than once. But she wasn't strong enough emotionally, wasn't brave enough. Axel and Roxas were able to convince her to come back, to stay, for a time. Often they had to knock her out first. But Axel would clearly rather her alive but hurt - in as much as Nobodies could be said to be alive - than gone forever.
In the end, she spoke with the witch, Namine, and agreed to return to Sora. She fought her friends one last time each, though when she fought Roxas, Namine's magic had already begin to work. He didn't remember her. It wasn't just the memories inside her that had to go to Sora, but memories of her had to vanish as well.
She pushed Axel into weakening her. And Roxas... their last conversation, Roxas didn't see her face, he saw Sora's. She pushed Roxas into fighting her, and in the end he didn't remember who she was, or why they were fighting, but he held her as she died, and just before the moment she will arrive in game, she saw what she thought was impossible, a tear on Roxas' face. A Nobody... who could cry.
Personality:
Loyalty
Xion has only ever had two real friends, and to them she was unflinchingly loyal, even when she seemed to stand up to fight against them. In so much as she thought herself capable of liking anyone, she liked Roxas and Axel. Honestly, she LOVED Roxas and Axel, always will, but she is thoroughly convinced that she could never love or be loved, so she never thought she loved them. She did want to, though. When Riku's words cut her, asking her what was the best answer for everyone, she knew that her dying was the best answer.... in part because her being alive weakened Roxas, and because if only one of them was going to be kept alive... it had to be Roxas. Had to be.
Emotionally weak
It has to be said, and I am not going to make excuses for her. Yes, she has moments of strength, but they do not define her, and they do not last long, save for her final acts. She is easily manipulated, and easily hurt and bruised by the words of others. She has had self-loathing and an absolute lack of self worth beaten into her. I'd say she took the words about how worthless she is to heart, but well... like everyone else she swallowed the lie that she had no heart.
Even when she had the conviction that her dying was what was needed in order to save everyone... multiple times she let Axel talk her back from that, and her conviction crumbled.
Young
This does overlap the last a bit, in venn diagram style, with gullible being the connected area. She is painfully naive about some things, and has little to no idea about how the world actually works. She is very inexperienced and undereducated, but has the certainty of the young that she knows all that she needs to know about most things. When she is right, she is SURE she is right, that she knows everything, until Axel or Riku come along and fill her head with something else instead, and then she is sure that THAT is the right thing.
Fearful/timid/painfully shy
Xion is pretty much always afraid, and her single biggest fear for most of her life is that she (or her friends) will be turned into a Dusk. This fear is constantly driven into her by Saïx, who keeps reinforcing the fact that if she does not perform to expectations, she will be destroyed, that if she fails at her job, she will be destroyed. Part of her job is to never be seen. So she avoids being seen by anyone not in the Organization. And even among those thirteen people with whom she is allowed to interact, most disdain her, if they even notice her at all. This has led her to withdraw more and more inward. She was created of Sora's memories of Kairi, but despite being made of the memories of two very extroverted and cheerful people, her existence has instilled within her the association that bad things happen when strangers see her. But at the same time, like many shy people, she desperately wants friendship and acceptance.
The following are not so much bullet points as important key things I wanted to touch on that I couldn't quite place elsewhere.
Sea salt ice cream and the ocean - Among all the darkness, there are a few things that shed some light into Xion's life. Her friends, of course, sea salt ice cream, the ocean, and sea shells. Seashells will be mentioned again below, but here tie in with the ocean. It is easily theorized that Xion is drawn to the ocean because Sora grew up on Destiny's Island, and thus spent most of his formative years around the ocean. Sea Salt ice cream is a direct link to Roxas and Axel, as it is something that they came to share after missions when they had time to just sit and talk. The ocean fills her with longing, and sometimes an odd calm she rarely gets elsewhere, and ice cream at sunset is tied to friends in her. Both have become cornerstones that she turns to in rough times.
Seashells - As mentioned above, Xion is drawn to the ocean. When she starts going on missions alone, while Roxas is in his first coma, she starts collecting seashells. Every day that he is out, she leaves one on his bed beside him, for him to see when he wakes up. One one hand this can be dismissed on the meta level as a narrative tool to demonstrate both time passing, and her diligence in visiting both the clock tower and him every day in his absence, the shells actually tell more about her and their situation than that.
The setting, the place where they live, from the bedrooms to the meeting areas, they are all drab and dull, showing little to no colour, and no variation. Xion's room and Roxas' room look the same. No personalizations, no art, nothing but the same bland appearance to all rooms. The shells, like the sunset the three often watch, are an explosion of colour. It is hard to tell if this is a small act of rebellion, or if she never thought of it that way (I feel that if she had realized it could be seen as rebellion she would have been too scared to leave them where people could see them) or if it is just that she is drawn to the life and energy implied in colours that is absent from their home. When Roxas is gone in his coma, she leaves seashells to draw him home, and to give him something other than the same walls to see, something that is her, something that is there for him, even when he thinks he is alone and lost.
Always Keep In Mind: Do not use phrases like "in her heart" or words like "love" easily. be very careful in her thought posts about such things.
For all she has seen glimpses of so many worlds, there is so much about how most worlds work that she does not know, has never experienced. Some things, like summer vacations, she knows about in theory only. Others, like what a family is, she has no experience with, whatsoever.

She swallowed hard, pulling her hood so that it covered even more of her face. "I suppose... I want a way to get my powers back. Portals and... and my Keyblade...." a soft whisper. If she could do that... if she could just do that.. she could warn the others. Tell Riku and Namine that her dying hadn't led her to Sora, hadn't saved anyone. If she told them in time... maybe...
Maybe... she could save Roxas, before it was too late.
"Can... Can I relearn that? How to get home?"
If you knew you could go back to the moment you left, would you leave immediately or continue your studies for a while?

Or someone else? Saïx, Xemnas.... Her eyes closed, hidden by her hood, her chin drooped. Her hand closed into a fist, but... no Keyblade came. She tried again, flexing then closing her fingers. Nothing. Once more. Nothing.
She took a deep breath, then answered honestly. "I'd be destroyed," she said, simply. And it would be pointless. If she had to cease to exist... she wanted to do it in a way that helped everyone. She didn't want to give Saïx or Xemnas the satisfaction of killing her, and dying to a random heartless...
She closed her eyes.
But she knew the truth. She couldn't defend herself, here. If they wanted to destroy her, they could. Easily. If they wanted to take her apart to try again, she would be no more.
When is it acceptable to resolve a dispute by force?
"When that is the best way." At last, an easy question.

Summoning her Keyblade. (For the canon blind, I would be happy to provide a more detailed explanation, the short version being it is a giant soul bound magical key that can be used to separate heartless from the hearts they have stolen, and can unlock or lock hearts and worlds.)
Dark Portals. Members of the Organization can open dark portals that can lead from world to world or from place to place within the world. For some odd reason (Play balance and dramatic effect) this rarely works on worlds that the user is not VERY familiar with, except to arrive at that world, or to RTC (return to castle.) For the game, even after regaining it, it probably would take her a while to get the knack of going anywhere but her dorm reliably.
Kingdom Hearts magic. Xion shows herself capable with magic spells even when she cannot summon her keyblade. The list of spells can be found here, along with some other basic KH end game abilities like glide/fly (fly can only be used in certain areas) and some physical abilities, like dodge roll, which is just what it sounds like.

Xion was created as a double of an existing Nobody (Roxas) using memories from his Somebody (Sora) of Sora's friend (Kairi) by Namine, who is Kairi's Nobody. Confused yet? We're just getting started...
Xion was created to be a puppet for the Organization, because Xemnas wanted to have a second Keyblade wielder for his plans. Where most Nobodies in the Organization seem to have at least vague memories of being Somebodies, Xion (like Roxas) does not, at first. She arrives in game while Roxas is dealing with the fact that Axel is off on a prolonged mission, and either out of loneliness or kinship he does for Xion what Axel did for him when he was new and had no memories. He takes her under his wing, talks to her, draws her out, and sits with her at the end of the day with sea salt ice cream to watch the sunset.
After a while, Xion started to come out of her shell more, but only with Roxas. The thing with her is that people see what they expect to see when they look at her. Most members of the Organization cannot hear her speak, and see her with her hood up all the time. Roxas, once he started to make the effort to get to know her, saw her as her. Axel for reasons of his own, saw her as her. Saiix always saw her as a puppet, to him she has a blank face devoid of features. This did not exactly encourage her to branch out and talk to others more than she had to.
In so much as a Nobody in the Organization who isn't high ranking can be... Xion was content at times. After missions, sitting with Roxas and Axel made everything else easier, and the ice cream took off the rough edges of the day.
But she started having more and more issues controlling her Keyblade. She was terrified that Saiix and Xemnas were going to declare her a failed experiment and turn her into a Dusk (a lower form of Nobody that is basically a combination of servant and canonfodder).
Axel had the idea to get her and Roxas to team up on missions. As Keyblade wielders, they were supposed to use those weapons to gather hearts, and without hers, she wasn't meeting her quotas. So Roxas and she did some missions together, and between his Keyblade and her magic, they were able to JUST get enough hearts to stay out of danger.
Or so they thought.
Saiix grew tired of them being paired up, or perhaps he suspected there was something wrong with one of them, or it was just spite. With Saiix, it's hard to tell. He told them that their days of working together were rapidly dwindling.
In desperation, one mission, Roxas gave Xion his Keyblade and used a branch stick as a weapon again, sure that if she just worked with a Keyblade for a while, she'd remember how to summon hers again. And it worked! She was able to survive the separate missions, and fill her quotas.
Two other major things of note happened during this time, but spread out throughout the year: the comas, and Riku.
There seemed to be a pattern, though no one really called anyone out over it much. Any time Roxas got especially strong and was doing well, Xion weakened. It got bad enough that she was unwakeable for days at a time. When she would finally stir, there would be brightly coloured sea shells from Roxas waiting for her, because he knew she loved the ocean.
The other side of the pattern came when Xion got stronger. Roxas fell into a coma, and she returned the gift leaving favor.
The other big thing of note intermixed, as I said, was Riku. Riku for reasons of his own was trying to infiltrate Organization XIII, and all members were instructed to be on the lookout for a spy wearing their coat. Xion's first meeting with him went... poorly. They fought, and she demanded to know who he was, and he demanded to know how she had a Keyblade. He won the confrontation, declared her Keyblade to be a "sham" and left in disgust, leaving her on the ground, screaming in rage and frustration.
They met again multiple times, and perhaps triggered by meeting him, Xion started having memories. Memories of Sora and Kairi. Riku, meanwhile, had learned more about Xion and why she existed. He saved her in one meeting, and was kinder, but informed her basically that Sora would never wake up so long as she was alive and her own person. That she had to give up her memories, and while he doesn't say it, it is clear her existence as well. She says she doesn't want to leave her friends and he tells her to think about who needs her most, and where she really belongs, and that her answer can't just be the one that's best for her, but the one that is best for everyone.
He basically rips her to shreds with guilt and gets her to thank him for it.
She does try to leave, to do what is 'right' and rejoin Sora. Axel and Roxas are sent to retrieve her, and she clearly wants to go back, but is trying to do the right thing, even though it is killing her emotionally and will kill her physically. When Roxas tries to bring her back, she goes as far as to draw her Keyblade at him. Axel steps in and beats her in combat to knock her out. She realizes why, later. Because he wanted to keep her with them, just a little bit longer. Because he wanted them to still be friends. Still be together. Roxas doesn't forgive Axel for hurting her, but Xion understands why he did, and stays a while longer.
When she starts to remember her first days of existence, and they get tangled with the memories of Sora and Kairi, she makes her way to Castle Oblivion, where once more Axel is seemingly cruel in order to save her. He brings her back and makes sure they don't destroy her, but Roxas only gets part of the story, widening the rift between them.
When she finally realizes it is time to leave, she makes her preparations. She learns from Namine that not only must she be destroyed to restore Sora, but she must be forgotten as well. Namine will erase her from everyone's memories. And... and Roxas will have to go back too, but Xion going back first buys him time. More time to be with Axel. She agrees, reluctantly.
She says goodbye to Axel in a rather odd way. combat. If he can beat her, again, she's clearly not ready to go. But if she wins... she knows it is time. After that, she goes to wait for Roxas. All second thoughts and hopes vanish when she lowers her hood, and Roxas sees Sora's face, instead of hers. Namine's magic has already started to work on her. On them.
For some reason never quite made clear, she then becomes an odd boss monster Heartless. they fight, and then are on the ground under the tower. Roxas sees her. He's already forgotten her, but for some reason, seeing her dying, he starts crying. Which, should in theory, be impossible; of course. She says her last goodbyes, telling Roxas that he has to undo all they had done, that he has to destroy Xemnas' plans, and then rejoin Sora. And then she fades to nothingness in his arms.... I am pulling her from this moment. Cause I'm a jerk like that.
Personality:
Xion is never going to be the most confident person in a room. Even if she's alone there. she carries a lot of guilt for things no one in their right mind would blame her for. For helping forward Xemnas' plans. For hurting Axel by making him hurt her. For making Sora wait, and hurting Riku that way. For hurting EVERYONE who loves Sora, by being selfish and taking the extra time with her friends. She feels guilty for making Roxas weak by trying to be strong. She feels guilty that she wasn't able to leave them a goodbye that they'd remember, that mattered.
Pair that kind of guilt with having been beaten down verbally by Saiix on a regular basis about how she's a failed experiment, and never should have existed in the first place? She's a mess. And frankly, Riku's guilt trips only made things worse.
Further, she was fed the same pack of lies as the rest of the Organization. About not having a heart, about not being able to have real emotions. Only the fake emulations of emotions from memories of when they did have hearts, and she of course spent most of her existence not even having those. So she dosen't trust herself, or her own emotions.
And you can add shy to that list. Only people who made an effort to see her in the organization could see her face at all. Could hear her. Riku freaked out when he first saw her face. Saiix never hid that he saw no face at all. All if this leads to her being very hesitant to lower her hood or speak up in front of strangers.
And she thinks she needs to go back to being part of Sora ASAP, she needs to stop existing, for the good of Sora, everyone who cares about Sora.. and for Roxas' sake. So she can stop weakening him. So she's not looking to make new friends anyway, because liking people.... just makes it that much harder to leave, makes it hurt that much more...to know that they'll have to forget she ever existed. No matter how much they thought they got her memorized.
When defending her friends, or trying to do what it right, she can be stubborn and strong, but in fits and starts that never last long - and never for her own sake.
She works hard, on missions. She is motivated by fear, yes, but she does a good job, and does not slack off. Which is more than can be said for some of the other Organization members. (Looking at you, Demyx.) She's not openly rebellious, and even her moments of rebellion are brief and mostly kept between her and her two best friends. But for Axel and Roxas... she would do anything. They are what made her existence less than miserable. They are her best friends. And though she believes herself incapable of feeling love, she loves them. With all her non-existent heart.
Abilities:
Keyblade. Sometimes. (will work out with the Roxas player OOCly if they will drain each other or not.)
Magic. Even without the Keyblade, Xion is a formidable battle caster. But since people only ever saw her value as the fact that she had a Keyblade, only Roxas and Axel ever really became aware just how strong a fighter she can be with her magic. And as they rarely say anything about it to her, she undervalues it herself. But she teams up with Roxas on missions when he's the big PC, and she has no weapon at all and she HOLDS HER OWN. So yeah, she's a magical powerhouse, and that SHOULDN'T drain Roxas, in theory, unless she is channeling through the Keyblade (which Keyblade wielders can do)
Existing without a heart. Not sure if that counts as a power, but there it is.
RTC - which will not work in game the way she expects it to. (If you want me to nerf it out entirely, I can do that. Otherwise it won't work for her at first, and when it does, it will only take her back to her "Home" in game. RTC stands for Return to Castle, and opens a Dark Corridor to the Castle where she "lived" she can use the same power to go to the location of her missions, and if you allow the modified RTC, I'll keep that as well. Basically, in canon she can go to any world that way. In game she can only go to places she could get to in game.)

Xion spends most of the game scared of being turned into a dusk, or destroyed. She's terrified of being unmade. But in the end... she's brave enough to send herself to be unmade to buy Roxas more time, and to help Sora save everyone.

Xion stretched her arms over her head, but kept to the shadows. Roxas said they didn't have to hide here, like she was used to, but it was second nature by now. Besides, even if it was safe to meet people - and she still wasn't sure Roxas was right about that, not for her - she didn't want to. Once Axel got back... once Roxas wouldn't need her anymore, she had to go back to Sora. She was putting Roxas in too much danger as it was, with her selfishness.
She pulled her hood closer around her face as it started raining. She had hoped to go to the beach after getting a mission from the task board, but the day was as grey as her mood. She stayed in the shadows, thinking about Roxas. About Axel. Her best friends. And yet she had tried to leave them. More than once. For their sakes. For the world.
The rain fell harder.
What had Riku said? She had to make the right choice. Not just for her, but for everyone. But she wasn't good at making the right choice. She wanted to make the selfish choice.
She wanted to stay with Roxas. She wanted to believe him when he said that here... she could. She'd seen Sora. He was walking around fine, without either of them...but that made no sense. She and Roxas were supposed to be part of him. To disappear so he could wake.
Had... Had Riku been lying to her?
Lightning flashed as her head shot up with that thought. She stood very very still, trying to remember everything he had ever told her. Remembering their first fight. Remembering how she looked like Kairi, a friend of his. Remembering him calling her Keyblade a sham. Remembering...
The wind whipped her jacket around her as she took a step away from the safety of the shadows.
Riku... had... lied?
If so, then Namine had lied too.
Why?
Why did they hate her so much? Hate Roxas so much? They hurt him and Axel by telling her she had to go away, and then they made them forget she ever existed. So much pain.... had it all been lies? Why? What had she ever done to them?
She was unaware that not all the water on her face was rain. After all, she'd only ever seen a Nobody cry once before. They didn't have hearts, so they couldn't feel sadness or grief. But then why... why did she hurt? Why did this hurt her so much? Why?
She stumbled forward in the rain, no longer caring which direction she was going. Why? Why would they lie to her? She stumbled and hit the ground with her knees and hands. She gasped several times, staring up at the dark clouds as if they had some answer.
Instead, they held only the memory of her fallen after fighting Riku, as he tossed her Keyblade aside like it was trash, and treated her like she was worse.
And she had believed him? Over Axel when he told her she didn't have to go? Her trying to leave was why Axel and Roxas were fighting. And it was all.... it all.... lies?
A scream ripped from her lungs, unbidden. Unchecked. Rage, fury, pain. She shouldn't be able to feel, she wasn't a Somebody. She didn't have a heart. But somehow, on the ground in the pouring rain... somehow knowing it was impossible to be in this much pain didn't actually make her feel better...
